Joint Maritime Security Centre 

The Joint Maritime Security Centre (JMSC) is the UK government’s centre of excellence for maritime security. Its mission is to increase awareness and understanding of maritime security threats and enable cross-government coordination to deliver a whole-system response to mitigate them. 

JMSC is a multi-agency military-civil organisation with staff drawn from a host of agencies including Border Force, the Royal Navy, Counter Terrorism Policing, National Crime Agency, HM Revenue and Customs, Home Office Intelligence, the Maritime Management Organisation and HM Coast Guard. It’s responsible for ensuring the UK maintains its understanding of the maritime domain and develops the cross-government coordination frameworks to respond to threats to security, law and order, trade and commerce, and the marine environment. 

JMSC offers government departments and agencies a central point of UK maritime expertise and understanding to assist policy and decision making.

Strategy and Policy, Deputy Director Strategy and Policy  

  • Grade 6

  • £69,200 – £76,120

  • This post is responsible for the JMSC strategy function, which includes our business support functions (Human Resources, recruitment, finance, risk management etc); information management and security (across a complex stakeholder landscape); Programme Management for our extensive portfolio of contracts to deliver maritime Intelligence Surveillance and Reconnaissance  (ISR) capabilities; corporate governance including our relationship with our Senior Sponsors; and organisational design and development.  

    This role will lead the JMSC Strategy and Policy function, including direct line management of 2 Grade 7/Grade 7 equivalent Assistant Directors and 16 staff in total, comprised of a mix of Civil Servants and contractors. This involves leading on the preparation and submission of the JMSC Spending Review bid, in conjunction with our Senior Sponsors, and the development of policy and contribution to cross Whitehall policy development.

    Joint Maritime Security Centre – Strategy and Policy Deputy Director 

Operational Delivery, JMSC Policy and Engagement Manager

  • Senior Executive Officer (SEO) 

  • £41,600 – £44,512

  • The Policy and Engagement Manager will focus on stakeholder engagement and will work with the Assistant Director of Policy and Strategy on maritime security policy and coordination, ensuring that the intent of JMSC is understood across the whole of the maritime security community.  

    You will lead the Policy and Business Resilience Team and will be responsible for three team members, two of whom will be direct reports. 

Watchkeeper

  • Executive Officer (EO)

  • £28,000 – £29,400 plus Annualised Hours of Work (AHW) of up to 45.45% 

  • As the potential first point of contact for emerging maritime events you will be expected to apply sound judgement and escalate issues to senior leaders to enable an effective and timely response. 

    Duties as a Watchkeeper include liaising across partner agencies to coordinate responses to maritime security threats, contributing to formulating response to maritime security issues and risks, assisting in the coordination of surface assets and aerial surveillance tasked to domestic maritime security activity, providing 24/7 monitoring of the UK’s marine domain for possible legal infringements and emerging incidents.

JMSC Planning Support Officer

  • The purpose of the Planner is to deliver both a planning role and general contribution within the JMSC Operations (Ops) environment, reporting to the Deputy Lead Planner. The Planner works as part of the JMSC Ops team that coordinates the cross-government response to maritime security incidents. 

    In addition to the planning function there is also a need to identify and provide awareness of emerging priorities to which JMSC Ops can contribute. The planning function includes organising and delivering multi-agency live and tabletop activities along with the maintenance of a national exercising calendar. 

Analysis and Intelligence 

Senior Strategic Analyst, Global Maritime Threats 

  • Senior Executive Officer (SEO) 

  • £41,600 – £44,512

  • As a Senior Analyst you will work under the direction of the Assistant Director (Assessment) to deliver global maritime security threat analysis and understanding, in accordance with JMSC strategic and operational priorities; or analysis and understanding relating to Russian activity to avoid sanctions, in accordance with HMT, DfT and JMSC strategic and operational priorities. 

    This work is at the cutting-edge of delivering cross-government maritime security threat assessments in support of delivering the JMSC Mandate. It offers an exciting opportunity to join a collaborative intelligence community and participate in developing and delivering Government-facing, consolidated maritime security threat understanding. You will be able to collate and cohere threat understanding from across the national and international intelligence communities, fusing it into authoritative assessments to inform decision-making at all levels. The primary output supports the National Maritime Security Centre (Operations) in delivering the UK’s National Strategy for Maritime Security.  

Higher Strategic Analyst, Global Maritime Threats

  • As a Higher Analyst you will work under the direction of a Lead Analyst to deliver either global maritime security threat analysis and understanding, in accordance with JMSC strategic and operational priorities; or analysis and understanding relating to Russian activity to avoid sanctions, in accordance with HMT, DfT and JMSC strategic and operational priorities.

  • You will act as the graphics and geospatial subject matter expert within JMSC, under the line management of the Policy and Engagement Lead. Although the role sits within the P&BR team, you will work as an enabler for the Operations, Assessment and International teams and will need to work flexibly across all these teams. 

    You will be singularly responsible for designing and delivering graphics and geospatial service provision to the JMSC. Responsibilities will include, but will not be limited to: 

    • Creating strong brand assets for JMSC, including the design and creation of visual material to increase the presence of JMSC and enhance the impact of its operational and assessment outputs. 
    • Creating visualisations within intelligence assessments and operational reports. 
    • Providing geospatial information in support of operational maritime situation awareness and understanding. 

Deputy STRAP Security Officer

  • Executive Officer (EO) 

  • £28,000 – £29,400

  • The Deputy STRAPSO is part of the Security and Data Compliance team and will work to the JMSC STRAPSO.  You will be responsible for researching security incidents, managing the JMSC SharePoint and supporting the STRAPSO with the above secret systems access. 

    Responsibilities will include, but will not be limited to:  

    • Supporting the JMSC STRAPSO in undertaking the STRAPSO and CRYPTO (cryptology) custodian role for the JMSC, including maintaining the necessary accreditation through training. 
    • Supporting the JMSC STRAPSO by taking responsibility for the receipt and return of cryptographic material in accordance with the Security Policy Framework and Guidance. 
    • Undertaking security audit reports and monitoring system use, investigating and reporting any security breaches or abnormal activity to the JMSC STRAPSO.

STRAP Security Officer

  • The STRAPSO will be responsible for three direct reports and will work to the Data and Compliance Manager. The STRAPSO will be for security clearances. They will manage access to the above Secret Systems on behalf of the Home Office. They will also be responsible for Security investigating Security Breaches and the education of JMSC personnel to security procedures.

Information Management, Information Manager

  • Executive Officer (EO) 

  • £28,000 – £29,400

  • The Information Managers will be responsible for ensuring that all JMSC information and data is stored and managed in line with the relevant regulations. You will be part of the Security and Data Compliance team, working to the JMSC STRAPSO, but will provide an enabling function to the whole organisation. 

Business Management Information, JMSC Operations Support Officer 

  • Executive Officer (EO) 

  • £28,000 – £29,400

  • The Operations Support Officer will report to and take direction from the JMSC Lead Planner and is likely to also be tasked by the Assistant and Deputy Directors of Operations, to deliver practical support to the JMSC Operations pillar in line with JMSC strategic and operational priorities. 

    The focus of the role is to ensure that operations (Ops) activity is tracked in an effective way, and to facilitate the smooth functioning of the team through monitoring training, clearances, secure media, information support, and travel and transport advice. 

JMSC Workforce Planner 

  • Executive Officer (EO) 

  • £28,000 – £29,400

  • The Workforce Planner will work to the Business Resilience Lead within the Policy & Business Resilience Team.

    The focus of the role will be to ensure that all recruitment administration is created, tracked, and implemented in an efficient way.

    The Workforce Planner will also maintain oversight of the Border Force Annualised Hours Allowance (AHA) administrative process. AHA is an allowance paid to compensate employees working non-standard working patterns.

JMSC Business Resilience Lead

  • The Business Resilience Lead will be accountable to the Policy and Engagement Manager within the Policy and Business Resilience team.

    You will be responsible for managing one direct report. You will be responsible for ensuring that the JMSC has a coherent business resilience plan by leading on the business risk register, infrastructure plan and people plans, working closely with the MOD Business Manager and wider JMSC team.
